The City of Frederick is excited to announce the appointment of Richard R. Roark, CPA, as the new Chief Financial Officer (CFO). With 30 years of extensive experience in financial leadership, Roark is set to enhance the City’s fiscal strategy, regulatory compliance, and overall organizational management. His appointment comes at a crucial time as Frederick continues to grow and adapt to an increasingly complex environment.
Roark has a proven track record of serving as CFO across various industries, including corporate and government sectors. In his previous roles, he has successfully directed accounting and finance functions, providing senior leadership with insights on long-term fiscal sustainability and financial risk management. His responsibilities have included overseeing financial modeling, ensuring regulatory compliance, and managing relationships with auditors and financial institutions.

In his role as CFO, Roark will be part of the City’s senior management team, leading the Finance Department and overseeing crucial areas such as financial planning, accounting, treasury management, and internal controls. He will also advise the Mayor and City Council on fiscal matters and help develop Citywide financial policies and practices, ensuring compliance with applicable laws and accounting standards.
Roark’s responsibilities will extend to developing multi-year financial forecasts and long-term fiscal plans, monitoring revenues and expenditures, and coordinating financial reporting and audits. His collaboration with City departments will support strategic initiatives and operational improvements, ultimately enhancing the financial health of the City and its commitment to serving the residents of Frederick County, Maryland.
