The City of Frederick has unveiled a new executive leadership structure within the Office of the Mayor, aimed at enhancing accountability and coordination among city departments. Mayor Michael O’Connor announced the changes today, emphasizing the need for a more efficient organizational framework as Frederick experiences growth and increased operational complexity.
The updated structure delineates specific areas of executive responsibility, focusing on administration, government and external affairs, strategic initiatives, technology, and finance. This initiative is designed to better address the needs of the community and improve service delivery to residents.
Katie Barkdoll has been appointed Chief Administrative Officer and will oversee critical functions such as Human Resources, Budget, and Emergency Management. Allen Etzler steps into the role of Director of Government Relations, where he will manage the Office of Public Affairs and the City Clerk’s Office while facilitating strategic partnerships. Ericka Rohrbaugh has taken on the position of Senior Advisor in the Office of Opportunity and Innovation, focusing on cross-departmental initiatives to enhance organizational effectiveness. Additionally, Matt Bowman has been named Chief Technology Officer, responsible for guiding the city’s technology initiatives and infrastructure.
“Frederick is growing, and the work of our City government is becoming increasingly complex,” Mayor O’Connor stated. “This structure creates clear areas of responsibility and accountability across our executive leadership team while making better use of the tremendous talent we have within our organization.” He expressed confidence that this new leadership arrangement would strengthen the city’s ability to meet the needs of its residents and maintain the high level of service expected from local government.
