Alcohol and Tobacco Merchant Sales Compliance Check Update

FREDERICK, MD – The Frederick County Health Department (FCHD) released the results of recent compliance checks conducted in conjunction with the Frederick County Liquor Board, revealing that a significant number of local businesses are complying with age-restricted sales laws for alcohol and tobacco. From July 1 to September 30, 2026, a total of 177 alcohol-selling businesses were inspected, with 162 passing the compliance checks. However, 15 businesses were found to have sold alcohol to underage buyers. Additionally, out of 48 tobacco-selling establishments inspected, six sold tobacco or vape products to minors.

In total, 21 businesses received civil citations for violations related to underage sales. Andrea Walker, Director of the Behavioral Health Services Division of the FCHD, emphasized the importance of these compliance inspections, stating that they play a crucial role in preventing underage access to alcohol and tobacco. Walker noted that early intervention is vital, as early substance use significantly increases the risk of developing substance use disorders later in life.

According to the 2025 Youth Risk Behavior Survey, approximately 32% of high school students in Frederick County reported current alcohol use, while about 2.3% indicated they had tried tobacco for the first time within the past year. The Merchant Sales Compliance Initiative aims to reduce teens’ access to these substances, including electronic smoking devices, thereby promoting public health and wellness among youth.

The FCHD also highlighted the significance of compliance by merchants in safeguarding teen health. Statistics indicate that individuals who start using alcohol or nicotine in their teenage years are at a higher risk of addiction. For instance, teens who begin drinking before age 15 are four to six times more likely to develop alcohol dependence compared to those who wait until they are at least 21.

As part of the compliance checks, underage individuals are involved in the process while being supervised by a plainclothes officer. These underage participants present valid state-issued identification upon request, ensuring that merchants adhere to age verification protocols.
