The City of Frederick is paying tribute to the late former Alderman Charlotte “Arlene” Phillips, who passed away on September 11, 2026, at the age of 84. Phillips, who served two terms on the Board of Aldermen from 1982 to 1990, is remembered for her dedication to public service and her deep connections to the Frederick community.
In a gesture honoring her contributions, Mayor Michael O’Connor has ordered that the Maryland State Flag and all City flags be lowered to half-staff on City properties until sunset on September 20, 2026. “Arlene’s willingness to serve her community through elected office was part of a life deeply connected to Frederick,” Mayor O’Connor stated. He extended his condolences to Phillips’ family, including her husband Paul, sons Scott and Mark, and her grandchildren.
Born on January 20, 1942, Phillips graduated from St. John’s High School in 1960 and later married Peyton “Paul” Phillips in 1968. The couple spent most of their lives in Frederick, where Phillips worked as a real estate agent and raised her family. They eventually retired to Bradenton, Florida.
Phillips is survived by her husband, two sons, and her grandchildren, Jack and Ruby. The City’s decision to lower the flags is in accordance with Executive Order 01.01.1999.30, paragraph 5.04, reflecting a formal recognition of her legacy and service to the community.
