Notice of Public Hearing

The County Council of Frederick County, Maryland, is set to hold a public hearing on Tuesday, October 13, 2026, at 7:00 p.m. The meeting will take place in the First-Floor Hearing Room at Winchester Hall, located at 12 East Church Street. The primary focus of the hearing will be on Amended Bill 26-11, which aims to establish Immigration Enforcement Guidance within the county.

Residents interested in reviewing the proposed bill can access copies on the Frederick County Government’s website. Additionally, the Council may consider modifications to the bill before its enactment. The public will have multiple avenues to participate in the hearing, including a web portal that allows for online engagement during the meeting. Those unable to attend in person can watch the proceedings live on FCG TV (Channel 19) or submit written comments via email to councilmembers@frederickcountymd.gov.

The county has also set up a toll-free number for residents to call in and participate. By dialing 855-925-2801 and providing the meeting code 8365, individuals can leave voice mail comments or speak live during the public comment portion. Voice mail messages will be transcribed and forwarded to Council Members, and each speaker will have three minutes to share their thoughts. The meeting will also include built-in translation services to accommodate residents who may not speak English as their first language.

Residents requiring special accommodations for the hearing are encouraged to contact the County Council’s Office at least three business days prior to the event. The county emphasized its commitment to inclusivity, stating that it does not discriminate based on race, color, religion, national origin, sex, age, marital status, disability, familial status, gender identity, sexual orientation, or source of income.
