Frederick Police Arrest Woman on Numerous Drug Charges – Frederick Pulse

The Frederick Police Department’s Tactical Investigations Unit (TIU) made an arrest and drug seizure following an ongoing investigation into drug distribution activities. On August 14, 2024, Rickilynn Nicole Dyer was apprehended after a traffic stop led to the discovery of a substantial quantity of controlled substances.

Detective Raymond Bednar of the TIU received credible information in May 2024 regarding Dyer’s involvement in distributing controlled dangerous substances, including heroin and fentanyl, within Frederick City and County. Through meticulous investigation and personal observations, Detective Bednar determined that Dyer was procuring these substances from Baltimore, MD, for street-level distribution in Frederick County.

Following the accumulation of substantial evidence, including surveillance, Detective Bednar secured a search and seizure warrant for Dyer’s vehicle and person. On August 14, 2024, at approximately 9:18 PM, TIU detectives executed a traffic stop on Dyer’s vehicle on Interstate 70 westbound near Monocacy Boulevard. The search yielded over 130 gelatin capsules containing heroin/fentanyl, one bindle of heroin/fentanyl, and approximately three grams of crack cocaine.

Dyer was transported to the Frederick County Adult Detention Center for an appearance before the District Court Commissioner where she remains held without bail.

Fentanyl, which is 50 to 100 times more potent than morphine or heroin, has been a significant factor in the opioid crisis, contributing to numerous fatalities across the state. The Tactical Investigations Unit is dedicated to investigating and combating serious crimes, including drug distribution and other high-impact offenses. TIU works to enhance community safety through proactive enforcement and strategic partnerships.
