The Board of Aldermen will hold a public meeting at 7:00 p.m. on Thursday, September 19, 2024, in the boardroom at City Hall, 101 North Court Street, during which public hearings will be held to consider the following proposed resolutions to amend the Charter of the City of Frederick:
A resolution for the purpose of modifying the name of the municipal corporation; changing the name of the legislative body to be the City Council; increasing the number of members of the legislative body from five to seven; revising the qualifications for office of City Council members and the Mayor, including the addition of a minimum age requirement; adding a certain provision relating to the Ethics Ordinance; providing for the establishment of a compensation commission to set the salary of elected officials; adding a provision relating to the approval of contracts; allowing the Mayor, with the advice and consent of the City Council, to appoint a chief administrative officer; repealing certain provisions relating to the Personnel Board, to be modified and established by ordinance; repealing certain provisions relating to the Planning Commission, to be modified and established by ordinance; repealing certain provisions relating to the Zoning Board of Appeals, to be modified and established by ordinance; eliminating references to the Law Enforcement Officers’ Bill of Rights; establishing a charter review commission; modifying certain other provisions to account for such changes and ensure consistency; adding certain transitional provisions; updating references; making stylistic changes, and otherwise generally relating to the government and Charter of The City of Frederick.
A resolution for the purpose of separating certain executive and legislative functions; providing for the selection of a City Council President; modifying certain other provisions to account for such changes and ensure consistency; and otherwise generally relating to the government and Charter of The City of Frederick.
A resolution for the purpose of providing for the establishment of certain legislative districts; modifying certain other provisions to account for such establishment and ensure consistency; and otherwise generally relating to the elections, government and Charter of The City of Frederick.
A resolution for the purpose of establishing certain term limits for elected officials; and otherwise generally relating to the government and Charter of The City of Frederick.
A resolution for the purpose of allowing an individual who is unaffiliated with any political party to vote in the primary election for either principal political party; and otherwise generally relating to the elections, government and Charter of The City of Frederick.
A resolution for the purpose of providing general authority for the appointment of directors to oversee City functions; deleting certain detailed descriptions of departments and positions; modifying certain other provisions to account for such changes and ensure consistency; and otherwise generally relating to the administration, government and Charter of The City of Frederick.
A resolution for the purpose of altering certain qualifications for voter registration in order to create a city-only voter roll; providing that individuals discharged from incarceration are qualified to register to vote; providing that an individual under guardianship for mental disability is not qualified to be a registered voter if a certain court has made a certain finding concerning the individual’s desire to participate in the voting process; and otherwise generally relating to voter qualifications and the government and Charter of The City of Frederick.
A resolution for the purpose of providing for a certain legislative process; and otherwise generally relating to the government and Charter of The City of Frederick.
This meeting will be open to the public and public comment on the proposed amendments will be taken at the meeting.
