Frederick Police Arrest Suspect in 1994 Sex Offense – Frederick Pulse

The Frederick Police Department has identified and arrested a subject on sex offense and child abuse charges.

In July 2024, Detective P. Wharton, of the Frederick Police Department, was assigned an investigation regarding a sex offense that occurred in 1994.

Detective Wharton worked closely with the Frederick County State’s Attorney’s Office on the investigation and obtained evidence that Donald Bernard Brooks, 66, had sexual contact with an underage male approximately 30 years ago.

The information and evidence were presented to the Frederick County Grand Jury on July 26, 2024, and Brooks was subsequently indicted on the below-listed charges. On August 1, 2024, Brooks was arrested on his Circuit Court indictment and is currently being held at the Frederick County Adult Detention Center.  Brooks will be seen by a Circuit Court Judge for a bond hearing.

This investigation was a coordinated effort between the Frederick Police Department and the Frederick County State’s Attorney’s Office. Due to this being an active and ongoing investigation, no additional information is being released at this time.
