The Frederick Police Department is proud to highlight the outstanding success of the Law Enforcement Assisted Diversion (LEAD) program, which has significantly reduced calls for service involving low-level offenses since its launch in 2022. By providing a compassionate alternative to traditional arrests, LEAD is reducing crime and fostering a safer community.
Since its launch, the LEAD program has led to significant declines in calls for service compared to 2019, which serves as a baseline for pre-LEAD activity.
Key Results (2019–2024):
Drug Complaints: 355 (2019) → 24 (2024), a 93.2% reduction Loitering: 115 (2019) → 9 (2024), a 92.2% reduction Overdoses: 60 (2019) → 4 (2024), a 93.3% reduction Alcohol Complaints: 133 (2019) → 2 (2024), a 98.5% reduction Municipal Infractions: 35 (2019) → 7 (2024), an 80% reduction
These reductions demonstrate the LEAD program’s ability to connect participants with vital resources to address the root causes of low-level offenses. The results benefit the community by reducing police interactions and allowing officers to focus on critical public safety priorities.
What is LEAD?
The LEAD program is a pre-booking diversion initiative that redirects individuals involved in low-level, non-violent offenses to harm-reduction services instead of the criminal justice system. By addressing issues like substance use, homelessness, and mental health challenges, LEAD stabilizes individuals and reduces repeat offenses. Program participants receive comprehensive support, including access to:
Housing assistanceAddiction treatment servicesPeer case management
This innovative approach is designed not just to assist individuals in crisis but to strengthen the community as a whole.
These numbers tell a powerful story,” said Chief Jason Lando. “Instead of continuously arresting individuals for the same offenses, LEAD helps break the cycle by connecting them to services that address the root causes of their behavior. Our officers play a crucial role in this process; building trust, identifying those in need, and facilitating meaningful intervention. Because of their dedication, we’re seeing real change—less crime, safer streets, and better outcomes for everyone. It’s proof that investing in people leads to lasting community change.

A Community-Focused Solution
The LEAD program reflects a shift in how law enforcement collaborates with public health and community partners to address systemic issues. By prioritizing intervention over incarceration, the program helps participants regain control of their lives and become contributing members of society. Officers now have a valuable tool to connect individuals in need with resources tailored to their circumstances, fostering safer neighborhoods and stronger relationships between law enforcement and the community.
A Safer, Healthier Frederick
LEAD’s success highlights the power of compassion-driven policing. With the support of our partners, the community is seeing safer streets, stronger relationships, and a brighter future for all.
